The problem is too fold.

1) What created the swamp.
    A) Greed.
    B) Fraud
    4) Kick backs.
2) Exactly what are the conditions that allowed Greed, Fraud and Kick Backs.
    A Consolidation of more power than an individual can weld.

When or how can this condition be changed and does anyone have the power individually to change this. Let us assume Trump drains the swamp. The condition of agencies that have more power than individuals can weld will still exist. The condition of Greed will still exist. The condition for kick backs will still exist. The swamp is full now and equilibrium will still be occurring, which to my mind means that no matter how many swamp creatures are drained more will enter the swamp as room is made for them. The likely truth is that the criminal cartel that is the swamp creatures are just being replaced with Trumps swamp creatures. Look in the law dictionary's and you will find the swamp creatures all through history. They are and always have been the slave trade.
