The meta-network that you are describing could very well be the COSMOS ecosystem.  It is a bunch of blockchains that (IMO) are faster and easier to navigate than EVM chains... and cheaper too.  COSMOS SDK also brought THORChain and *cough* LUNA into existence... and all of these chains can securely transfer assets from chain to chain.  BTC is now on the verge of getting a decentralized wrap on COSMOS and that will flip COSMOS DeFI on its head as the TVL on COSMOS is massive without anyone locking BTC as of yet.
