You can read what’s already been posted up. There are two real characters: 

1. Employer
2. Employee 

1. Employer wants to maximize profit
2. Employee wants to maximize profit

Government intervention: 

1. Employer can only maximize profit by either increasing cost of goods, laying off time, or reducing benefits. All have negative consequences.

2. Employee risks losing working hours, benefits, and hope of any future raise. All negative consequences.

As a business owner I can tell you that Employers are only IN the business of making a profit. So how is government going to regulate that? By not making the business as profitable?
