Change is one of the things we can't really predict. Anyone can change, regardless of their current or past conditions, if they are willing and ready.

I believe that criminals can be rehabilitated. I have met certain individuals who were arrested and served in prisons when they were released; they changed, and I have also seen those who continued committing crimes after being rehabilitated. 

Rehabilitation doesn't work all the time, but then it instills fear in people, making them not want to do the same thing again. 

Although anyone can change for good, some people can't be changed because they are not ready. If you take them to hell and give them the worst punishment, it will never stop them from doing whatever they are doing.

Rehab works, but not for everyone. Some people will still be who they are even if you hide them for years. Some of them even come out of rehabilitation centers and become worse than they used to be. 

Nevertheless, criminals should be given a second chance, but that should be after they are tested thoroughly and found genuinely repentant. Although they say that "Even if you bathe a swine with the most expensive soap in the world, it will still return to the mud." Yet I believe if that swine is not given access to the mud, it will remain clean.

The mistake most governments make is that after granting these individuals liberty, they don't check up on them again; they allow them to get in touch with the same environment they used to be in.

Some years ago, a neighbor of mine was caught for being involved in a cult activity. He was jailed for a particular period of time and released later.

Not up to a month later, he was still involved in the same act, but this time he was given more years than the previous one to serve in prison. When he was released, he swore that he was not going to associate with his fellow cult guys anymore because of what he experienced in prison, but when the friends began coming around him, he still went back.

As long as a criminal has access to the thing that makes him commit an offense, the chances of going back to that kind of lifestyle are high, except that the soul was touched by God.

 The environment plays a very vital role in changing people. If you hide a person for ten years and keep preaching to the person, if he or she returns to a bad environment, there is a possibility of going back. 

Remember, their hearts are just like a wound undergoing healing; any slight activity can bring the wound back to life. These people, in my opinion, should be relocated and monitored for a particular period of time before being allowed to mingle with people they know. 

If anyone who undergoes that process still commits the same offense, then you should know that the person has made up his or her mind and should not be pardoned afterwards.
