The easy way is used almost everywhere: printing money, debasing the currency, capital controls, banning cash etc etc. It is the easy way to shadow tax its citizins and fund government spending. 

The hard way is restructure the economy so that there will be more growth, investments and in the end prosperity. It is a path of  stimulate saving and investing, eliminate excessive government rules and control that burden it economy, and in the end stimulate real free market economy.
