If you're a dishonest auctioneer and you wanna bring a higher price for the items you're selling you hire somebody, plant them in the crowd and have them bid on the things you're auctioning off.  The crowd doesn't know...they think it's just another person who showed up like they did.  Its an incredibly dishonest, unethical practice which relies on deception to artificially increase an item's price or desirability.  This practice is known as shill bidding.
