The Ether problem explained?  To refund or not to refund, is the question.  I understand both sides to the argument and really can't decide.  But if I have to, I think it is not to allow the refunds because I want the integrity of the BC to stay in tack, even against entities like the government.  Perhaps there can be an exception for Cases dealing with a coding error?  140 million lost seems pretty extreme.
