 He can control our fate if we submit ourselves to Him. God has control in the fate of a man who submits himself to Him. But for one who  disobeys God and takes control of himself, then his destiny will depend on his actions. Let us prove that in the book of second Thessalonians 2:11-12;

11: "And for this cause God shall send them strong delusion, that they should believe a lie:
12:"That they all might be damned who believed not the truth, but had pleasure in unrighteousness”

If you do not choose the truth and instead choose unrighteousness, if you prefer evil more than good, then God will allow you to be in delusion. Everything that is not reality will be in you because you believe not the truth…What does this mean? It means that after you have disregarded God’s control, then you are out of control then it is you that will make your own destiny. You are going to perdition by your own choice. 
   God will allow you if after all this instructions, warnings and the teachings were given to you and after all the admonitions were taught to you, then instead of choosing what is true you have chosen to believe lies then God will allow you to believe a lie, to be in the darkness and be lost in the part of darkness. So the biblical answer for your question is that: God controls you, will have domain over you, if you submit yourself to Him.
It is God that will like a vehicle drive you so that you will be under the direction of God. Proverbs 16:9-

"A man’s heart deviseth his way: but the Lord directeth his steps." We ourselves cannot make our steps straight so it is God that will direct our steps; we cannot be righteous and be good by our own selves.
   Jeremiah 10:23-"O Lord, I know that the way of man is not in himself: it is not in man that walketh to direct his steps." It is God that will direct our steps and for Him to direct ourselves, we have to submit ourselves unto Him. James 4:7-"Submit yourselves therefore to God. Resist the devil; and he will flee from you." If we submit ourselves to God, He will operate on us. Philippians 2:13-"For it is God who worketh in you both to will and to do of his good purpose." If we allow God to do the managing of our own selves, He will be more than willing to manage our future m, our life, our destiny 

 Bro. Eli Soriano advises us to just submit ourselves to God. God will guide and protect us, our destiny will be in His hands. But if we act contrary and disobey God, then God will allow us to go on our own way and that will surely be going to perdition. So yes He can control our fate if we are going to submit ourselves to Him; He will be our driver, director, He will dictate to us what we are going to do so He is in complete control of our being. And  one thing we can be sure of is that we will never be lost under God’s loving care and guidance.
