SEC Chairman Paul Atkins Discusses Ripple (XRP) Case Closure

SEC Chairman Paul Atkins has publicly commented on the official closure of the long-standing legal case between the SEC and Ripple Labs concerning XRP. 

He agreed with SEC Commissioner Hester Peirce, who called the case's conclusion a “welcome development,” emphasizing that this marks a turning point for the SEC and the cryptocurrency industry. 

Atkins highlighted that with the Ripple litigation behind them, the SEC can shift its focus from courtroom battles to policymaking aimed at establishing a clear regulatory framework for digital assets. He stressed that the agency’s renewed focus should be on fostering innovation in the crypto space while simultaneously protecting investors.

The Ripple case, which began in late 2020, revolved around the SEC’s allegation that Ripple’s sales of XRP constituted unregistered securities offerings. The resolution came with a joint dismissal of appeals filed by both parties in August 2025, officially ending the dispute. 

The SEC imposed a civil penalty of over $125 million on Ripple and an injunction against further securities violations, but also granted Ripple a waiver for Regulation D, removing Ripple's prior "bad actor" label and easing its path to raise capital from accredited investors.

Chairman Atkins described the conclusion of this "chapter" as paving the way for the SEC to move from an enforcement-only stance to one emphasizing clarity in regulations designed to encourage industry growth and investor safety. 

This shift is part of the SEC's broader initiative dubbed “Project Crypto,” which seeks to modernize regulatory frameworks to better fit the decentralized finance and tokenized securities landscape. 

Ripple’s Chief Legal Officer expressed gratitude to Atkins for his leadership in directing the SEC toward crafting these clearer rules, which many in the crypto community view as essential progress for the sector’s stability and growth.
