Forty something years ago...

An office in New York.  Just after lunch.

"A laugh?" He said, incredulously, starting to laugh to himself at the absurdity.

"A fucking laugh?" Now incredulous, and nearly urinating himself at the same time.

"So you are telling me that the last 100 years of strife, war, political and social upheaval, started as 'a laugh' ?"

"Yeah, kinda," Bill said,  "He was bored one day, and was drinking a lot. You know how these things go. He comes up with this great idea, this drunken lark, and it just kinda went from there, really."  The guy replied, a little apologetically. Almost.
He carried on,
"I must admit, it did get a bit out of hand, but it all worked out for the best."

He hadn't urinated himself, but he did go and relieve himself in a large yucca plant in the corner of the room.
Everybody waited, until his return. 

There was thirteen of them. 

It's not everyday you find out that being one of the thirteen masters of the world, was mainly due to a drunken idea. 
A bet, spouted out in a Prussian tavern one afternoon, over 100 years ago. 

"So, I'll play chairman today, should I?" Bill said.

"Can I? Can I? " George said loudly. 
George liked to play at chairman. 

"Yes George, you can," Bill said.
They never let him do anything at his corporations, from outright fear of their stock crashing through the floor and into the basement. The board were clever. 

George was not clever. 

But he was one of the thirteen, and that was just the way it was. Famly and blood ties. Thicker than any one person. 
Even thicker than George.

"The time has come gentleman," Bill said loudly "We are now in the final stages of the biggest coup in world history."  

George was still very busy trying to get the notes of the meeting lined up nicely - organized for the upcoming discussions.

It kept him amused for a long time. 

Twenty five sheets of paper can do that for an idiot.

"We now,"  Bill said proudly,  "Have a working version of a communications system that will bring the world together, as one. For the first time in history........ 
We call it the - The Spiders Web.... "

_The yucca smiled to himself. He had needed a drink._
