For me, on the highest level, let's say not for the populace that there is uniform, they don't want to go.  They are still treating like slowly with the Syrian situation, the Syrian refugees, because if we give back the Syrian refugees, Lebanese banks need to send Syria $20 billion.  That doesn't exist.  Technically, we don't have. 

So that's why they are not giving back the Syrian refugees yet.  And this is blocking, even though that's a deal that they made under the Assad regime, and the regimes have changed.  But I guess the commitments don't the 20 the 20 billion is money from Syrian people blocked in Lebanese banks because. 

I got it, got it.  And money from the Syrian government that is owned by the Syrian government.  So the Syrians asked for it, and the French said that they would pay for it if they could solve the situation in the Middle East.

And for the French, solving the situation in the Middle East, I mean having a 2 state solution, which seems to never happen.  So we are in a bit. Scoff often, but the main point is that Hezbollah is not armed, and no weapons are passing.  Literally.  Very very few weapons, very little money is passing.  Like if you follow Syria. Syrian accountant, Lebanese army accounts. They are stopping on average one to two transports per day.
