What is it that you do not understand? 
It is the TMT that adds energy to the wave that it creates and maintains in the Earth....
As the pulse grows in intensity, so do the losses due to the Earth's resistance.
When these losses equal the energy that the TMT adds, the wave no longer grows but remains stable.
