Elon isn't rich because he is dumb, he is extremely intelligent. No doubt this is a negotiation tactic to lower his initial offer. 

Great way to raise publicity and gain support by offering investors a windfall that will push the board to accept the offer. 

Once accepted now negotiate to lower the offer.
