This picture is taken in Berlin, 2015. The building you see is the Art Academy (Akademie der Kunste), on the Pariser Platz. It's a famous square... but most people *only* look at the Brandenburger Tor, unfortunately. 

The sign says "nichts ist erledigt": nothing is completed. Very fitting, when you reflect on reflecting.
