And new accounts won't have 15SP delegations. They will all start at 0SP. So does means that a user voting at 10 SP will <em>really</em> be voting at 8.8 SP? And if their voting power is less than 1.2 SP that they will be casting negative votes? <hr> <h1>I was uninformed about the dust vote when I signed up</h1> When I started being active here again, I knew nothing of the dust vote. Later, when I found out about it, I learned Tim reported it on Git as a bug— even though Dan had intentionally coded it that way originally to help control spam. This information is NOT in any TERMS or FAQ when you sign up. It also isn't in the papers. But it's in the code. Right now, at the current price of Steem, you need about 130 SP voting at 100% to cast 1 sole valid vote for .03 SBD on comments because despite the 0.2 threshold, according to experiments conducted by @thedarkhorse, @eonwarped, @lanmower and others; nothing below 0.03 on comments is actually paying out consistently. So if you want to make a sole vote at 100% voting power, you have to be able to cast a vote worth 0.03 presently.  <hr> It seems the ladder of achievement keeps getting higher— please elaborate if you see this another way. It also seems that discussion about the dust vote is pointless and distracting from the fact that a baseline is coming, and this will affect new users. It will help curb spammers (hopefully) but what of new <em>real</em> users coming in with 0SP? What will happen if the price of Steem goes up really high and powering up takes a really long time?
