I think that's the expectation. This bot doesn't use delegation, so determining all the members would take some effort and ... well, safety in numbers is the idea. It's not just one huge whale you can go and attack. To retaliate against this bot would take retaliating against the individual contributors. Hopefully, this is enough of  deterrent. It's not certain though. I look at this as an experiment. Once we have enough data, then we can say for certain. It's my hope we don't trash everything in the process. ^_^
