Actually this coastal area in post-Soviet territory is often strongly developing as there were no previous constructions or public uses of the land. This made that citizens had no business near the coast so they could make no attempts to "escape" to other countries. Nowadays, since most land got privatized and economy booms, these lands became available for new developments such as this apartment block.
