Well the lesson from that title is just get short IEOs when they launch if possible! Obviously, I say that a bit tongue in cheek because the opportunities to get short coins isn't always available and is limited to what sites like BitMex offer.  Ironically, the report comes from BitMex, which can certainly be self serving given that is one of the main exchanges that one is able to short. The report also doesn't list coins that meet this distinction but given this years crypto market I'm willing to take the statement at face value.
