I believe, that truly decentralized social networks should even have a physical component. Run on "pods" that are deployed on the land, making a LoRaWan mesh network to be independent even from internet access providers and mobile phone operators.
Can't wait to try that, with a hardware+software stack from projects like locha.io or meshtastic.
