This version updates the protocol. SmartNodes will need to update the remote nodes and local wallets and issue a start command from the local wallet.  Old protocol nodes will be paid until the 28th, after that only upgraded nodes will be paid.  This isn't much time, but we also have some issues with paying nodes correctly.  So we are better off to enforce sooner rather than later.  The next releases will give a longer upgrade window, especially if a protocol update is needed.
