On the 2nd May 2018, I wrote a [review]( https://steemit.com/curation/@slobberchops/the-steem-engine-a-curation-group-revisited) of a curation group named The SteemEngine and received a whopping vote of over $5 from this character named @newhope.

![newhopebigvote.JPG](https://ipfs.busy.org/ipfs/QmViQSFPT8JmT4A1d4zFPUCfTx81gCfdHvKquiSBeqKGVK)

It was only my 3rd month of writing using the Steemit platform and so I tried to find out some information about this big voter, and even wrote an [article]( https://steemit.com/steemit/@slobberchops/the-mysterious-steemit-benevolent-whales-who-are-they-what-drives-them) about it, but uncovered nothing.

You see @newhope has a reputation of (25), never posts, never comments and is the largest of the FIVE Silent Voting Orca’s. The others in order of vastness are @alexis555, @ripperone, @redes, and @mangos.

![newhope.JPG](https://ipfs.busy.org/ipfs/QmQi1f8GTqnCy2f2fDPcayxqQ3QmDfXZMwhws77BkXmb14)

All of them don’t post and don’t comment. They just vote and power up all their curation rewards.

If you have never heard of these accounts then it’s likely you are not on their whitelist.

What I will try to explain is some of the facts I have uncovered simply by digging into accounts and the voting habits of these peaceful large mammals.

**FACT**: There does appear to be a white list, and if you’re on it then consider yourself blessed!

**FACT**: There *appears* to be THREE tiers of voting weights which apply to the bigger three accounts: (@newhope, @alexis555, @ripperone)

Low Tier: 13% - 18% Voting Weight
Middle Tier: 18% - 23% Voting Weight
High Tier: 24% - 29% Voting Weight

In the case for the smaller accounts they don’t appear to match up. You could be in the middle tier for the big ones and the low tier for the smaller ones.

**THEORY**: The higher tier you are on, the more frequent you will see these votes come your way.

The last one is a theory of mine but let me back it up with some test cases. Apologies for the Steemians I have used, but it does enforce my theory.

Account: @slobberchops – Let's start with me!

Larger Orca Vote Tier: Middle

Here are my last TWENTY posts and the votes that I got from any of the FIVE Orca’s.

![slobvotes.JPG](https://ipfs.busy.org/ipfs/QmPRaZazCkAYYx6GPABdfW3KQTH5EVUzNmYVZBDKHQJFzC)

There are no votes from @redes or @mangos in my last twenty, but be assured that they do vote for me.

**FACT**: You can get two votes from the Orca’s in the same post but never more than that.

**THEORY**: The cut-off voting power for votes is 94%. Whenever I have looked the VP appears to always be just above 94% though it can be higher.

How to guarantee a vote on your post IF you are on the white list?

This is the ultimate question but I don’t have an answer. I have tried to figure out the algorithm that is used and I’m quite sure there is some automation in place but it does seem to be random.

In the example case of my account, I received 9 votes for 20 posts. My last FOUR posts have not received a vote so if my facts are straight, then this post should get one or maybe a double vote.

**FACT**: There is someone out there who adds accounts to this Orca white list.

I’m quite sure of that. I was suddenly added around 6 months ago.

**FACT**: Whoever adds these are looking for consistency, dedication, original content, and possibly older accounts.

The last point could be more theory as my account is only just over a year old.

I took the time to manually trudge through some other accounts of people I follow to gain some more facts, Apologies if you have been chosen!

@bozz creates some large articles, interacts with the community well and comments a lot. He’s got a lot of SBI’s which means he gives away a lot and he gets @curie votes. I did notice his recent @curie did not get an Orca vote.

His largest vote weight is 18% and he has received some others in those 8 votes that show he is in the low tier. Even so, a couple of these can boost your rewards.

@daan breaks the mold with my theory of the higher your tier the more votes you will receive. Again his largest vote is 18% and the others are in the low tier.

At least one vote of 15% was from @redes so fits my theory about the weights being multi tiered. The big accounts were all in the middle tier and yet @steevc appears to be in the lower tier for the smaller Orca votes.

Firmly in the middle tier when it comes to the bigger three accounts. His content is typically shorter in length but is drawings and and art. Original work has placed him on the list.

More votes in number and middle tier. I noticed the vote weights from the smaller Orca’s (@redes and @mangos) were of a larger weight with @meesterboom’s account. There definitely seems to be two or three sets of levels.

Maybe there is a middle tier for the smaller Orca’s as this account appears to be ‘middle’ for both sets of voters. Like @meesterboom, there’s more frequency of votes.

![slowwalker.JPG](https://ipfs.busy.org/ipfs/QmdsVVJpiemXfvVxXJEnJ2a9uDxWjqMfnHUpwJLunpkE2B)

@slowwalker is probably the largest account I follow and this account has the largest number of votes and is in the high tier. This is the case for the smaller Orca’s too.

**FACT**: Being a large account doesn’t mean you will get any votes.

I did check out the blog of another Orca I will not name to find zero traces of any votes. Is it down to what could be perceived as quality writing?

**THEORY**: The more SP you have, the more likely you will get upgraded into a higher tier. The facts tell me this, but only if you are noticed in the first place.

I did check the account of @teutonium, someone who has an older account than myself but has just become a Minnow. There are no traces of votes from the Orca’s, even though he writes quality stuff.

If Minnows are excluded then so should @bozz, but he is not! He does have over 3,500 STEEM though, so I guess this could be a factor.

There is still some work to figure out the Smaller Orca Vote Tiers but I feel this is getting long enough.

I would say that if you are on this white list then consider yourself fortunate. The votes are sent haphazardly, and you may get 7 or 8 posts without a vote only to find the next ones have double ones.

Let me know what you think? Are you in the low, middle or high tiers of either the large or smaller Orca’s?

Are you a Dolphin and yet they are ignoring you?

Who runs these accounts? I have heard rumours that Steemit Inc are the holders but its just hearsay.
