Experts say the diversion of drones to missiles, the use of false videos to manipulate public opinion, and automated piracy are only three threats resulting from artificial intelligence reaching the wrong hands. A report entitled "Malicious Uses of Artificial Intelligence" warns that artificial intelligence can be exploited by rogue states, criminals and terrorists. The authors of the report said that AI designers should do more to reduce the potential misuse of the technology. Governments must consider imposing new laws to deal with this. The report called on policymakers and technical researchers to work together to understand the malicious use of artificial intelligence and be prepared to deal with it. He stressed that although there are many positive applications of artificial intelligence, this technology can be used in negative things. Artificial intelligence researchers and engineers need to take this into account and prepare to deal with the potential for misuse. The report focused on areas of artificial intelligence now available or likely to be available within five years, rather than looking at the distant future, said Shahar Avin of the University of Cambridge's Center for the Study of existential risk.
