In the U.S @lordjames, you are dealing with two different entities.

These bills are at the state level, collecting different taxes and fees the states have.  Some states have personal income taxes, others do not.   Arizona and Georgia are proposing allowing whatever taxes and fees owed to the state using cryptocurrency.

Income tax as was mentioned, is at the Federal level.  This is the US Government who collects that through the IRS.  When most people in the US refer to income taxes, they are talking about federal.
