I have dome the hard part and imagined it. Now to dream it to reality.

In my mind, things break down to two basics. Economics and society governance.

Events on a local level are much easier to have every voice heard. The merit of each voice is another thing. A strong or popular voice does not mean a right choice.

People elected to position.
They are not there to make the choices for those who elected them. They are there to represent those people. In the event of a decision to be made. Contact with their constituent should be made correspondence and debate had on the topic.  

This is not what we have today.

Governance is not intended to be a ruling class. Elected officials are not there to promote their own ideals. They are there (or should be there) to promote the ideals of those electing them.

Do we really want to change society?  
Create a society where we all have a say all of the time in all decisions.
This is not to say that someone in Australia has a say in what someone in Mexico can do.

Governance should be done locally. An established set of guidelines is easy to come up with. A way we can all agree to live by. The Human Societal Constitution. The rules we agree to live by.

Speed limits, smoking marijuana, drinking alcohol, guidelines for all of these type of things can be done on a local level. 

I think the rules we should live by have already been written. Enforcing these rules needs to be done. This creates a tax on the public. We elect people to make sure those things are done. It should be that simple.

National and International events should also come with the consent of the people. not from what an elected official thinks about a new situation. If a politician does agree with abortion. If his constituents are against. He should vote the mind of his constituents. They are not there to speak for themselves. They are there to represent your voice.

The tech is here now, that any major decision for a country. Can be voted on and it does not mean everyone having to go to a polling station. Applications for this type of thing are abundant. Use of an application on the second layer of a blockchain can support this with ease.

The first part is to establish a viable eco system to support projects to be undertaken. This is essential in prevention of reliance on donations. The benefits to not having to rely on a donation to progress, add to that the ability to self promote areas of research and education.

This structure requires continuous re-investment. It would run as a non profit and support other areas of society from any profits made. Giving back to each local community through community projects to improve the area or bring more resources to an area. 

Each individual locality can decide on what it would like any dividend invested to. Sporting facility, education supplies, area upkeep. In some cases even infrastructure. Local people should have full say in where any funding goes.

Several projects can be undertaken at the same time. This would diverse the funding and total funding for a specific project may take longer. It is a community choice.

Other local communities would not have a say in how a neighbouring community might use their gained resources. Communities work together on bridging projects. Projects that both communities gain from. Literally a bridge at times. Or maybe a form of transport between the two.

Local, neighbouring, county, state, national and international choices can all be decided on by those the choice will impact. A road between two places. A sporting facility. These type things do not need international opinion or agreement. Making Ireland the Capital of Earth would come under an international decision. While I cannot see why anyone would have an objection to this. (There is always one). It is something maybe everyone should have a say in.
