* **The European Commission unveiled a sweeping set of proposals that it hopes will establish the region as  leader in AI by focusing on trust and transparency**.
* If enacted, the proposals would lead to changes in the way that data is collected and shared in an effort to level the playing field with competitors in the US and China.
* **Part of the aim is to build confidence among European citizens, so that they would be more willing to allow AI to flourish in the region**.
* They are targeting the technology to help solve problems such as climate change, mobility, and healthcare.

### Analysis and Comments
* **On AI, Europe is perceived as  falling behind the US & China**. Part of the challenge is that Europe has neither large tech companies with deep pockets, nor a government happy to throw money at the challenge.
* While the proposals are interesting, they do appear to merely either summarise previous plans or set out a series of hopes rather than concrete measures.
* The objective is good – we have pondered for a while now why Europe seems to be unable to create the tech giants seen elsewhere.
* Even if the European Union is unsuccessful in commercially bridging the gap with US and Chinese peers, there is one area where the region is a global  leader – regulation.
 * **In this area regulation can be a good thing, much private data is now effectively controlled by large tech corporates.**
